For the digital photograph a Mongolian citizen uploads to the General Authority for State Registration's portal photo.burtgel.gov.mn before applying for a foreign passport (гадаад паспорт), identified by the ХХ00000000 register number and phone. The portal publishes the rule and rejects any file that is not 413 x 531 px. Not for the citizen ID card upload (709 x 912 px, separate page here), a Mongolian e-visa or a driving licence.

What trips people up
- CheckExact pixel size or rejection: the rule list says the photo must be 413px X 531px 'тул хэмжээ таарахгүй тохиолдолд зургийг хүлээн авах боломжгүй байна' (otherwise it cannot be accepted), and the bundle checks the file's width and height against 412-415 x 530-533 px. Our file is exactly 413 x 531 px.
- CheckFile: 'Зөв зураг файл оруулна уу (JPEG, PNG).' - JPEG or PNG, no larger than 1 MB (the input is labelled 'PNG (max. 1MB)' for the passport flow). Formats other than JPEG/PNG are refused.
- CheckFace and background: 'Нүүрний хэсэг цээж зургийн 90 хувийг эзэлнэ.' (the face takes 90 % of the bust photo) and 'Цээж зургийн арын дэвсгэр цагаан өнгөтэй байх.' (white background); 'Зургийн ард хаалга, цонх, тавилга гэх мэт ... зүйлсийг оруулахгүй байх.' - no doors, windows or furniture behind you. We keep the ICAO 70-80 % crown-to-chin band because a literal 90 % head would leave no room for shoulders in a 3:4 frame; expect the head to fill most of the picture.
- CheckAppearance: 'Өөрийн нүүр царайг халхалсан нүдний шилгүй, малгай өмсөөгүй, чих, дух, хөмсөг бүрэн гарсан байх.' - no glasses hiding the face, no hat, ears, forehead and eyebrows fully visible. The portal also says the photo must follow the ICAO standard.
- CheckRecency: 'Сүүлийн 1 сарын дотор авахуулсан зураг байх.' - taken within the last one month, far shorter than the usual six. If your appearance has changed, hand the registrar the supporting document.
- CheckProcess: choose 'Гадаад паспортын зураг', upload, confirm your father's/mother's name and your own against the register (ХХ + 8 digits, e.g. АА12345678), send, then wait 1-3 days for confirmation before registration can proceed; without the upload 'бүртгэл хийх боломжгүй' (registration is not possible).
