Government upload portals reject photos with short messages and no explanation. We list 39 of them from 26 portals in 20 countries, with the likely cause, the steps that get past it and the official wording where the portal publishes one. Every entry is traced to the portal itself or a verified user report; the portal and its staff make the final decision.
