Paraguayan Passport Photo (no print listed by Identificaciones; ICAO 35 x 45 mm reference): size and requirements

The Paraguayan Passport Photo size is 35 x 45 mm (1.38 x 1.77 inches). Not published; white is our rendering choice for the reference frame; head 70 to 80 percent of the photo height. Photo taken within the last 6 months. Last verified 2026-10-10 against Policía Nacional del Paraguay, Departamento de Identificaciones, 'Pasaporte Policial' (Resolución N° 717/26, Articles 28-30), with the ICAO Doc 9303 Part 3 reference frame.

For a Paraguayan passport issued by the Departamento de Identificaciones of the Policía Nacional to adults with their cédula and tax certificate and to minors with parental consent or a court permit. The police resolution that lists the requirements names no photograph and does not say who takes the picture, so this page is a reference frame, not a published format. Not for the cédula de identidad civil, a Paraguayan visa or a driving licence.

Check with the Departamento de Identificaciones before you go: its requirement list names no photograph and does not say who takes the picture, so treat our 35 x 45 mm ICAO print as a fallback, not an official format. See all Paraguay documents.

What trips people up

  • Check
No photo in the list. Article 29 asks adults for 'Cédula de Identidad civil original vigente.', a tax-compliance document from the SET ('Certificado de Cumplimiento Tributario o en su caso, Constancia de No ser Contribuyente ...', downloaded from Marangatu) and 'No tener pasaporte en vigencia.' Nothing says whether the department photographs you or wants a print, so ask before paying for photos.
  • Check
(5-year validity, issued to ICAO norms), which is why the ICAO frame is the natural fallback here.
  • Check
Minors (Article 30): parents travelling with the child record their consent 'en un libro habilitado para el efecto' with copies of the cédulas; a child travelling alone or with one parent needs a Juzgado de Paz permit or a venia judicial from the children's court; guardians bring the authenticated judgment; 'En todos los casos mencionados más arriba, los menores deberán estar acompañados del padre, la madre o representante legal.'
  • Check
Indigenous applicants add the INDI card; amateur athletes add a Secretaría Nacional de Deportes letter. The page cites 'Resolución N° 717/26 de la Comandancia de la Policía Nacional' and links a two-page PDF ('Pasaporte mayor y menor') that is image-only and could not be read.
  • Check
The department's central office opens weekdays from 06:00 (its 'Horario de atención' page); regional offices exist across the country. The Policía Nacional site blocks plain downloads, so re-check the page in a browser before you go.
  • Check
Everything geometric here (35 x 45 mm, 70-80 % head, six months) is the ICAO Doc 9303 reference, flagged as such; the department publishes no photo format.
