For the paper photographs handed in at the МВД appointment for the 5-year Russian foreign-travel passport of the old style (загранпаспорт старого образца, no chip): 3 photos for adults and children aged 14 and over, 2 photos for children under 14. Not for the 10-year biometric passport, whose portrait the МВД officer takes (see ru/passport), and not for the internal паспорт РФ.

What trips people up
- CheckPaper photos are needed only for the old-style passport: 'Дополнительно потребуется принести бумажные фото установленного образца 3,5×4,5 см' - 'для взрослых и детей от 14 лет— по 3 фото', 'детей до 14 лет— по 2 фото'.
- CheckYou still upload a photo in the Gosuslugi application, and that upload is separate from the prints: 'Фото, отправленного через Госуслуги, не будет в загранпаспорте. Оно останется в личном деле'.
- CheckBring the prints to the appointment, not before: 'Фото нужно принести с остальными документами, когда сотрудник МВД пригласит вас на приём'.
- CheckWhite background only, no objects or shadows: 'Фон белый, без посторонних предметов и теней'. Glasses only if you always wear them and without glare; no sunglasses. No hats or service uniform; religious head covering only with the face oval clearly visible.
- CheckGosuslugi gives the size as 3,5×4,5 см and nothing else: no head height, no eye line, no photo age. The 70 to 80 per cent head is the ICAO 9303 default we apply, and 600 dpi is our print choice.
