Timor-Leste photo requirements

Timor-Leste photo requirements are set by Ministry of Justice (mj.gov.tl); visas via the Serviço de Migração (migracao.gov.tl). We publish 2 documents: 1 visa and 1 passport. The most common print size is 30 x 40 mm (1.18 in x 1.57 in). Each page quotes the official rule for size, head height, background and file, links the source we read, and shows the date we last checked it (most recently 2026-10-10).

Passports

Timor-Leste Passport Photo (no readable national rule; ICAO 35 x 45 mm reference)For a Timor-Leste passport (passaporte) issued under the Ministry of Justice to Timorese citizens, as a reference only: the ministry's site has no passport page we could find and the Migration Service's site covers visas and permits for foreigners, so the frame, head band and all other values are the ICAO Doc 9303 defaults. Not for a Timor-Leste visa, which has its own 3 x 4 cm rule, nor for the identity card.35 x 45 mmnot readverified 2026-10-10

Visas

Timor-Leste Visa Photo (Migration Service: 3 x 4 cm colour, plain background)For the colour photograph handed in with a Timor-Leste tourist visa applied for at an embassy or consulate before travel (needed by travellers previously refused entry, removed or fined, or who prefer not to use the visa on arrival), and for the temporary-stay visa categories, whose document lists carry the same 'Colour photograh (3x4cm) on plain background' line. Visas granted on arrival at the border need no photograph. The service publishes the size only, so the head band here is the ICAO reference. Not for a Timor-Leste passport or residence permit.30 x 40 mmon plain backgroundverified 2026-10-10

Authorities and portals

Passport authority: Ministry of Justice (mj.gov.tl); visas via the Serviço de Migração (migracao.gov.tl)
Sources we read: Serviço de Migração de Timor-Leste (Migration Service), 'Tourist Visa' - Documentary requirements, with the 'Temporary Stay Visa' page; ICAO Doc 9303 Part 3 (Eighth Edition, 2021), Section 3.9 displayed portrait, standing in for the Timor-Leste Ministry of Justice passport rule we could not read

We are an independent service, not a government website. Applying for a passport or visa is done with your government; we only prepare the photo.
