Georgian Passport Photo ('Color photo', or GEL 5 at the Public Service Hall; ICAO 35 x 45 mm reference): size and requirements
The Georgian Passport Photo size is 35 x 45 mm (1.38 x 1.77 inches). Not stated; white is our rendering choice for the reference frame; head 70 to 80 percent of the photo height. Photo taken within the last 6 months. Last verified 2026-10-10 against Public Service Development Agency (სახელმწიფო სერვისების განვითარების სააგენტო), Ministry of Justice of Georgia, 'Passport', with the ICAO Doc 9303 Part 3 reference frame.
For the colour photograph listed for a biometric passport of a citizen of Georgia (and for the stateless, refugee and humanitarian travel passports on the same page) applied for at a Public Service Development Agency office, a Public Service Hall or a Georgian mission abroad. The agency publishes no size or framing and offers to photograph you for GEL 5, so this page is a reference frame. Not for the identity card, a Georgian e-visa or a driving licence.
A colour photo is listed with no further rule, so a home-made 35 x 45 mm print is acceptable in principle; if the clerk prefers their own capture, the GEL 5 counter photo is the fallback. See all Georgia documents.

What trips people up
- CheckThe whole photo rule is one line, repeated for adults, minors and non-citizens: 'Color photo (you can take a photo at the Public Service Hall or at the territorial office of the Public Service Development Agency; price – GEL 5).' No size, background or head rule is printed.
- CheckGEL 5 at the counter: the hall photographs you for a small fee, so a print you bring is judged against that alternative; the 35 x 45 mm, 70-80 % frame here is the ICAO Doc 9303 reference, flagged as such.
- CheckBiometric passports carry 'an electronic photo and fingerprints of a holder' on the chip, which is why the agency prefers its own capture.
- CheckWhere to apply: 'To obtain a biometric passport of a citizen of Georgia, apply to any territorial office of the Public Service Development Agency, any branch of the Public Service Hall, and Diplomatic Representation and consular office of Georgia abroad or enjoy an online service.'
- CheckFees and speed: 'On the 10 th working day – GEL 150;' up to 'On the same day – GEL 350.' for citizens; under-18s pay 50 % and other exemptions apply.
- CheckChildren: the minor's list adds 'ID card, if a person turned 14 before issuance of the passport;' and the consent of both parents (one parent from 16); married 16-18-year-olds need no consent.
- CheckAbroad: a biometric passport can be re-issued online when biometric data can be reused ('Biometric passport is prepared in 2 working days and delivered to a person specified in the electronic application or shipped out.'), or through a mission ('Biometric passport is prepared within 45 days after submitting the application;' and 'The fee for the document is USD 50.').
