Latvian Passport Photo (no published photo rule; ICAO 35 x 45 mm reference): size and requirements

The Latvian Passport Photo size is 35 x 45 mm (1.38 x 1.77 inches). Not stated; white is our rendering choice for the reference frame; head 70 to 80 percent of the photo height. Photo taken within the last 6 months. Last verified 2026-10-10 against Pilsonības un migrācijas lietu pārvalde (Office of Citizenship and Migration Affairs, PMLP), 'Pase' page, with the ICAO Doc 9303 Part 3 reference frame.

For a Latvian passport (pase) applied for in person at a division of the Office of Citizenship and Migration Affairs (PMLP) by Latvian citizens and non-citizens, including children attending with a parent, as a reference only: PMLP publishes no photo geometry and its page implies the division captures the image, so every value here is the ICAO Doc 9303 default. Not for the eID card, a Latvian visa or a driving licence.

Expect the division to photograph you at the counter; only for a child under 10 does PMLP mention a submitted photograph, with no size given, so ask the division before printing one. See all Latvia documents.

What trips people up

  • Check
No photo rule is published: the PMLP passport page covers queues, fees, children and validity, and its only photograph clause is the under-10 one quoted below. Everything geometric on this page is the ICAO Doc 9303 reference, flagged as such.
  • Check
In person: 'Līdz 15 gadu vecumam dokumentus bērna pases izsniegšanai, uzrādot savu personu apliecinošo dokumentu, iesniedz viens no bērna vecākiem vai bērna likumiskā pārstāvja pilnvarotā persona, bērnam klātesot.' (up to 15 a parent applies with the child present) and 'No 15 gadu vecuma persona personīgi gan noformē, gan saņem pasi.' (from 15 the person applies and collects in person).
  • Check
Young children may bring a photo: the under-10 clause lets the child skip one of the two visits if 'noformējot dokumentus, iesniegta viņa fotogrāfija' (a photograph was submitted at application). PMLP gives no size, so take a standard 35 x 45 mm print and ask the division first.
  • Check
Fees and speed: '10 darbdienu laikā - 50 eiro', '2 darbdienu laikā - 75 eiro'; reduced to 25 and 45 euro for under-20s, pensioners and people with group I or II disability.
  • Check
  • Check
The passport is optional: 'Nē, pase ir izvēles personu apliecinošs dokuments. Primārais un obligātais personu apliecinošais dokuments ir eID karte.' (the eID card is the primary, compulsory document).
  • Check
ICAO reference frame: 'Submitted portraits should be 45.0 mm x 35.0 mm (1.77 in x 1.38 in) in dimension.' with the head 70 to 80 per cent of the height and a plain light background.
