For the personal photo uploaded with a Libyan electronic visa application on the national portal evisa.gov.ly, by visitors whose nationality the portal admits. The portal's own messages require a JPG under 1 MB, a white background, a visible face and portrait orientation but state no pixel size or head rule, so the frame here is the ICAO reference. Not for a visa obtained at a Libyan embassy and not for a Libyan passport.

What trips people up
- CheckFile rule: 'Upload a replacement supplied by the applicant. JPG for the personal photo (max 1MB); JPG or PNG for the others (max 2MB).' So the personal photo must be a JPG of at most 1 MB; PNG is allowed only for the passport copy and other documents.
- CheckThe portal checks the picture: its validation messages are 'The background should be white.', 'The face must be present in the image.' and 'يجب أن تكون الصورة الشخصية عمودية' (the personal photo must be portrait orientation). A landscape crop or a grey background fails before you submit.
- CheckNo pixel size, head size or photo age is published anywhere in the portal's strings, so we render the ICAO 35 x 45 mm frame (413 x 531 px) with a 70 to 80 per cent head, flagged as such.
- CheckAutomated check with a fallback: 'We couldn't check your photos right now. You can still continue — they will be checked when you submit.' A photo that slips past the live check is still reviewed later.
- CheckBoth pictures travel together: 'Photos were not copied — please re-upload your passport and personal photo.' and, when editing, 'to change them, re-upload both the personal and passport photo.'
- CheckNationalities the portal does not serve are told 'Head to the your nearest libyan embassy to apply for a visa.' (sic); embassy photo rules were not read.
Good to know before you pay
If you already have a portrait-orientation JPG under 1 MB on a plain white background, upload that; the portal states no other photo rule.
