Libyan Passport Photo (no readable national rule; ICAO 35 x 45 mm reference): size and requirements
The Libyan Passport Photo size is 35 x 45 mm (1.38 x 1.77 inches). Not read for the passport; white is our rendering choice (the Libyan e-visa portal asks for white); head 70 to 80 percent of the photo height. Photo taken within the last 6 months. Last verified 2026-10-10 against ICAO Doc 9303 Part 3 (Eighth Edition, 2021), Section 3.9 displayed portrait, standing in for the Libyan Passports, Nationality and Foreigners Affairs Authority rule we could not read.
For a Libyan passport (جواز سفر ليبي) issued by the Passports, Nationality and Foreigners Affairs Authority of the Ministry of Interior to Libyan citizens, as a reference only: none of the authority's hosts answered and the ministry site carries no passport page, so the frame, head band and all other values are the ICAO Doc 9303 defaults. Not for the Libyan e-visa, the national ID or a driving licence.
Check with the passports office or Libyan embassy before buying: we could not read Libya's passport photo rule, so treat our 35 x 45 mm ICAO print as a best guess, not an official format. See the Libya documents we can prepare.

What trips people up
- CheckNo Libyan passport rule was read: pna.gov.ly, passport.gov.ly, pnfa.gov.ly and jawazat.gov.ly did not answer, moi.gov.ly shows only a notice about its electronic systems, and the Wayback Machine was offline for the authority's domain. Everything on this page is the ICAO Doc 9303 reference, flagged as such.
- CheckThe only Libyan photo rule we could read is the e-visa portal's: 'The background should be white.' and 'The face must be present in the image.' A white background is therefore the safe choice for a passport print too.
- CheckLibyan passports are biometric; whether the passports office captures your image or takes a print is exactly what we could not confirm, so ask the office (or your embassy) before paying for photos.
- CheckICAO reference frame: 'Submitted portraits should be 45.0 mm x 35.0 mm (1.77 in x 1.38 in) in dimension.' with the head 70 to 80 per cent of the height and a plain light background.
- CheckICAO recency: 'A submitted portrait shall have been captured within the last six months before application', and portraits older than three months 'should not be accepted' where the issuer is strict.

Quotes 5-6 are the Libyan e-visa portal's message strings (sources/ly/evisa-bundle-photo-messages.txt) and inform only the background choice. Nothing from the passports authority is quoted: sources/ly/_probe-log.txt lists every host tried on 2026-10-10. physical 35 x 45 mm, head 0.7-0.8, maxPhotoAgeMonths 6 from quotes 1-3; background 'white', dpi 300, glasses and headCovering are ICAO-style defaults.
