What trips people up

  • Check
The counter takes the picture: 'Prilikom podnošenja zahtjeva za izdavanje pasoša, od podnosioca zahtjeva uzima se fotografija i otisak dva prsta, kao i digitalizovani svojeručni potpis.' (a photograph, two fingerprints and a digitised signature are taken when you file) and 'Otisak dva prsta ne uzima se od lica mlađeg od 12 godina.' (no fingerprints under 12).
  • Check
Head coverings at the capture: 'Građanin koji prema nacionalnoj pripadnosti, vjeroispovijesti ili običajima nosi kapu ili maramu kao sastavni dio nošnje, odnosno odjeće može biti fotografisan sa kapom ili maramom' (a citizen whose national, religious or customary dress includes a cap or scarf may be photographed in it), but 'Dio lica građanina koji omogućava identifikaciju ne smije biti pokriven kapom i maramom prilikom uzimanja fotografije.' (the identifying part of the face must not be covered).
  • Check
Documents: the application form from the unit, '2. dokaz o uplati naknade za obrazac 8,00 eura i administrativne takse 25,00 eura.' (proof of the 8,00 euro form fee and 25,00 euro administrative fee; the latter is waived until the 21st birthday) and an identity document with a photograph. No photo print is listed.
  • Check
Validity: 'Pasoš se izdaje sa rokom važenja od 10 godina, a licu mlađem od 4 godine života, pasoš se izdaje sa rokom važenja od dvije godine.' (10 years; two years under 4).
  • Check
In person, collect within 90 days: 'Zahtjev za izdavanje pasoša crnogorski državljanin podnosi lično, o čemu mu se izdaje potvrda.' and 'Pasoš se preuzima najkasnije u roku od 90 dana od dana izdavanja potvrde.'; an uncollected passport is cancelled. The old, ill and disabled may file outside the office.
  • Check
Abroad: citizens staying more than three months abroad apply at a mission, but only 'Generalni konzulat u Frankfurtu, Generalni konzulat u Njujorku I Ambasada u Beogradu' are equipped to take passport applications; others apply at the unit of the Montenegrin municipality where they are staying.
  • Check
Everything geometric here (35 x 45 mm, 70-80 % head, white background, six months) is the ICAO Doc 9303 reference, flagged as such; the ministry publishes no passport-photo geometry because its camera sets it.

Quotes 1-9 are from the .doc linked as 'PREUZMI' on source.url, https://wapi.gov.me/download/d765c42e-bdff-4fc4-b667-dff1001d0722?version=1.0 (sources/me/govme-postupak-pasos-doc.txt, downloaded 2026-10-10 and read with Microsoft Word; the extraction dropped the spaces between some paragraphs, e.g. 'maramomDio', and the quotes stop at those joins). The library page itself (sources/me/govme-postupak-pasos.txt) carries only the title, date and author. Quotes 10-11 are ICAO Doc 9303 Part 3 (sources/icao/icao-9303-part3-portrait-excerpt.txt, Wayback capture 2024-09-12). The ministry publishes no photo geometry; physical 35 x 45 mm, head 0.7-0.8, maxPhotoAgeMonths 6, background 'white', dpi 300 and glasses are ICAO-style defaults for the reference frame; headCovering 'religious-medical-only' follows quotes 3-4.
