Norwegian Emergency Passport Photo (nødpass, colour photo from a photographer or booth): size and requirements

The Norwegian Emergency Passport Photo size is 35 x 45 mm (1.38 x 1.77 inches). Bakgrunnen skal være jevnt belyst (evenly lit; no colour is named, light grey is our rendering choice); head 70 to 80 percent of the photo height. Photo taken within the last 6 months. Last verified 2026-10-07 against Politiet (Norwegian Police), 'Kvalitetskrav til ansiktsfoto i pass og nasjonale ID-kort', with ICAO Doc 9303.

For the colour passport photo you must bring to the pass- og ID-kontor when applying for a nødpass, the temporary passport valid for one imminent trip. Not for an ordinary pass or nasjonalt ID-kort, which Politiet photographs itself, and not for a visa or oppholdskort.

Have a photographer or a photo booth take the colour photo for a Norwegian nødpass; Politiet asks for that specifically, so a home-made photo is not the route here. See all Norway documents.

What trips people up

  • Check
Politiet wants the photo made by a professional or a booth: 'Bildet må være tatt av fotograf eller i fotoautomat, være i farge og oppfylle kravene til ansiktsfoto'. A home print, however compliant, is not what the rule asks for.
  • Check
Norway's quality sheet is stricter than ICAO on two points: glasses are simply not worn ('Briller og hodeplagg* skal ikke benyttes'), and both ears and eyebrows must be fully visible, so hair goes behind the ears.
  • Check
The head should fill about 70 percent of the picture; no millimetre size is published, so photographers use the ICAO 35 x 45 mm print.
  • Check
Head coverings only for religious or other special reasons such as illness, when you will wear the same covering at future controls; it must not hide any of the face or more of the head than necessary, nor change the face's natural shape.
  • Check
The nødpass costs 1 320 kroner, is applied for in person at the earliest seven days before departure, is not accepted by every country (the USA and Dubai are named), and cancels your ordinary passport; getting one twice in five years normally bars a third.

Quotes 1-9 are Norwegian (Bokmål). Quotes 1-4 from the Politiet page 'Nødpass' at source.url, read directly (sources/no/politiet-nodpass.txt); quotes 5-9 from the PDF it links, 'Kvalitetskrav til ansiktsfoto i pass og nasjonale ID-kort' https://politiet.no/globalassets/tjenester-admin/pass-og-id-kort/kvalitetskrav-til-passfoto.pdf (sources/no/politiet-kvalitetskrav-til-passfoto-pdf.txt; the PDF is mostly a graphic, the dump was trimmed to its text lines; quote 8 spans two dump lines). Politiet publishes no millimetres: physical 35 x 45 mm and the 0.7-0.8 head band are ICAO Doc 9303 defaults (quotes 10-11, sources/icao/, Wayback 2024-09-12) consistent with 'ca 70%'; dpi 600, background 'light-grey' and maxPhotoAgeMonths 6 are our rendering choices. headCovering 'religious-medical-only' matches 'religiøse eller andre særskilte grunner, for eksempel ved sykdom'. eligibility 'no' follows the photographer-or-booth wording (PP-17). politiet.no is not matched by the validator host rule; see the file header.
