For the nasjonalt ID-kort issued by Politiet to Norwegian citizens and, without travel rights, to foreign nationals with a Norwegian fødselsnummer, photographed in the kiosk at the pass- og ID-kontor. Not for a Norwegian passport (same kiosk, separate page), and not for the UDI oppholdskort.

What trips people up

  • Check
    Same rule as the passport: 'Du skal ikke ha med eget bilde til ordinært pass eller ID-kort.' The ID card and the passport can be applied for at the same appointment with one kiosk photo.
  • Check
    The general booking page says 'Du må være norsk statsborger for å få pass og nasjonalt ID-kort', but a separate service issues a nasjonalt ID-kort uten reiserett to foreign nationals with a Norwegian fødselsnummer: EU/EEA/EFTA citizens at every district's pass- og ID-kontor, third-country nationals from 1 September 2026 (at first only in Ski). That card is valid as ID in Norway only, not for travel.
  • Check
    Take off glasses and head covering, show both ears and eyebrows, keep a neutral face: the quality sheet 'Kvalitetskrav til ansiktsfoto i pass og nasjonale ID-kort' covers both documents.

  • Submitted portraits should be 45.0 mm x 35.0 mm (1.77 in x 1.38 in) in dimension.
  • The crown-to-chin portion of the facial image shall be 70 to 80 per cent of the longest dimension defined for Zone V, maintaining the aspect ratio between the crown-to-chin and ear-to-ear details of the face of the holder.

The citizens-only sentence belongs to the general booking flow; the foreign-nationals page is the exception for holders of a fødselsnummer, and the card they get carries no travel rights. Size, dpi, background and photo age are ICAO-style defaults and our rendering choices; glasses and head covering follow the quality sheet. politiet.no is not matched by the validator host rule; the icao-default confidence exempts it.
