German Passport Photo (Reisepass, digital-only since May 2025): size and requirements
The German Passport Photo size is 35 x 45 mm (1.38 x 1.77 inches). Schattenfreier Hintergrund, einfarbig, deutlicher Kontrast zu Gesicht und Haaren (plain, shadow-free, clear contrast); head 70 to 80 percent of the photo height. Last verified 2026-10-07 against Bundesministerium des Innern (BMI).
For a Reisepass applied for at a Pass- or Bürgeramt inside Germany, where only a digital photo captured by a registered photographer or the authority's own terminal is accepted. Not for applications at a German embassy or consulate abroad, which still take a 45 x 35 mm paper photo.

What trips people up
- CheckSince 1 May 2025 Bürgerämter may not accept a paper photo or a file you bring yourself. The photo must reach the office through a registered photographer's secure cloud (you get a data-matrix code print-out) or be taken on the spot (PointID, 6 euro).
- CheckThe authority deletes your cloud photo right after download unless you ask for it to be kept 6 months; without the data-matrix code the office cannot find your photo at all.
- CheckOnly medical exceptions that are long-term or permanent are allowed for an open mouth or asymmetry; smiling with an open mouth is a listed rejection (Lachen, Mund offen).
- CheckHead coverings are allowed for religious reasons only, and then the face must be visible from the chin to the forehead with no shadow.

Der schattenfreie Hintergrund ist einfarbig und bildet zum Gesicht sowie zu den Haaren einen deutlichen Kontrast.
Kopfbedeckungen sind nur aus religiösen Gründen zulässig. In diesen Fällen gilt: Das Gesicht ist von der unteren Kinnkante bis zur Stirn sichtbar. Schatten auf dem Gesicht sind nicht erkennbar.
Das Gesicht nimmt 50 bis 80 % der Höhe des Fotos ein. Bis zum vollendeten 10. Lebensjahr sind im Übrigen kleinere Abweichungen zulässig.
Im Inland sind papierbasierte Passbilder seit dem 1. Mai 2025 für die Beantragung hoheitlicher Identitätsdokumente nicht mehr zugelassen.
Warum kann ich das Passbild nicht selbst anfertigen und mitbringen?
Bei der Beantragung im Ausland dürfen weiterhin herkömmliche, papierbasierte Passbilder in der Größe 45 Millimeter x 35 Millimeter im Hochformat und ohne Rand akzeptiert werden.
