German ID Card Photo (Personalausweis, digital-only since May 2025): size and requirements

The German ID Card Photo size is 35 x 45 mm (1.38 x 1.77 inches). Schattenfreier Hintergrund, einfarbig, deutlicher Kontrast zu Gesicht und Haaren (plain, shadow-free, clear contrast); head 70 to 80 percent of the photo height. Last verified 2026-10-07 against Bundesministerium des Innern (BMI).

For a Personalausweis or eID-Karte applied for at a Bürgeramt inside Germany, where only a digital photo captured by a registered photographer or the authority's terminal is accepted. Not for a passport applied for abroad, and not for a driving licence, which still accepts a paper photo.

For a Personalausweis applied for inside Germany, use a registered photographer or the Bürgeramt terminal. See the Germany documents we can prepare.

What trips people up

  • Check
The same May 2025 rule as for the passport: the Bürgeramt only takes photos delivered through a registered photographer's secure cloud (data-matrix code) or captured at its own terminal. Old paper photos are refused.
  • Check
The rule exists to stop morphing attacks; the BMI says it cannot detect manipulated photos reliably at the counter, so it refuses all self-supplied files, however compliant.
  • Check
Hairstyles that cover part of the face from forehead to chin make the photo non-biometric and are refused; dyed hair, beards and normal make-up are fine.
